The development and implementation of a phased, longitudinal 'perinatal experience measure' innovation to enable real-time collation and monitoring of experience data throughout the perinatal continuum

ABSTRACT
PURPOSE:
A key deliverable of the All-Wales Perinatal Engagement Framework is the commitment to ensuring that NHS-Wales perinatal services develop a ‘listening system’, with the capacity and capability to listen to women and their families. In response, a set of 'Perinatal Experience Measures' were developed and collaboratively implemented into all Welsh Health Boards.
DISCUSSION:
The perinatal experience measures utilise a series of phased, longitudinal questionnaires that are deployed to women throughout their pregnancy and post-birth via a simple text message link. The questionnaires were developed through use of existing validated tools and questions around maternity and neonatal experience/s including the Care Quality Commission maternity survey, British Association of Perinatal Medicine and Family-Integrated Care principles and in consultation with families.
EVIDENCE WHERE RELEVANT:
The innovation enables the collation of experience data in 'real-time' with timely feedback opportunities throughout the perinatal journey. The implementation of system-wide agreed set of measures has enabled the development of national and local dashboards that enable the analysis and monitoring of perinatal experiences to understand a range of different experiences; from being treated with dignity and respect, being treated with kindness and understanding, being offered choice of place of birth and receiving information and explanations. The national perinatal experience dashboard supports the oversight, monitoring and assurance of families' experiences from a whole-system perspective.
KEY MESSAGE:
The experience measures are analysed and displayed alongside a number of high-level outcome measures giving profile and equal parity to the fundamental importance of the bio-psycho-social impact and experience throughout the perinatal period, in addition to crude physical outcomes. The measures and experience data can also be used in a number of ways within local organisations' dashboards, for example; metrics informing quality and service improvements and developments, demonstrating improvement over time in addition to enabling the early identification of worsening experiences as part of an 'early warning' system.
