Empowering independent midwifery governance under Indonesia’s new health law

ABSTRACT
PURPOSE:
Following the enactment of Indonesia’s latest health law, which recognizes collegia as independent regulators, the Indonesian College of Midwifery (ICoM), supported by the Ministry of Health, the Indonesian Health Council, and both domestic and international development partners, implemented a multisector initiative to strengthen midwifery governance, competency standards, and professional development.
DISCUSSION:
With strong support from government, civil society, and development partners, ICoM initiated a comprehensive pre and in-service program:
1. Updating/ Development of scope of work through development of competency standards aligned with the 2024 ICM competencies.
2. Development of a Curriculum guidance for midwifery education aligned with the new competency standards
3. A unified framework on competency, curriculum, and regulation to guide implementation and roll out
4. Roll-out of Recognition of Prior Learning (RPL) pathways for practicing midwives
5. Establishment of Continuous Professional Development (CPD) guidelines
6. Creation of Faculty Development Program (FDP) to enhance educator capacity
ICoM delivered these initiatives through workshops and stakeholder forums, endorsed by the Minister of Health and senior officials, demonstrating solid political and technical commitment.
EVIDENCE WHERE RELEVANT:
1. Ministerial regulations officially recognize ICoM's independent regulatory authority under the new health law.
2. Draft competency standards, now nearly complete, will guide future curriculum and regulatory frameworks.
3. The national curriculum framework has been disseminated and endorsed by policymakers and institutions.
4. The RPL curriculum is finalized, and technical training delivered to eligible institutions.
5. CPD and FDP guidelines are being developed to support educator capacity and competency upkeep.
6. Over 80% of midwifery education providers have committed to implementing ICoM-endorsed standards across pre-and in-service programs.
KEY MESSAGE:
Indonesia’s ICoM-led model demonstrates that a legally empowered and independent regulatory body supported by integrated pre-service and in-service education systems, multisectoral collaboration, and digital infrastructure can significantly improve midwifery governance, education, and practice quality. It offers a blueprint for strengthening autonomy and maternal health globally.
